                 Member, Central Legislative Assembly, 1923—
               1945 and Chief Whip, Independent Party, 1924—26
               and Nationalist Party, 1926—34- Founder and Editor,
               "Young Utkal" (Weekly),      1928—33. Member,
               Constituent Assembly, Provisional Parliament and First
               Lok Sabha. Took keen interest in public finance and
               industrial development. First non-official Chairman,
               Public Accounts Committee, 1950—1954. Member,
               Rajya Sabha, 1957-58. Having been a Member of
               the Legislature for the longest period of time, he was
               called the "Father of the House".
