SIR FREDERICK WHYTE
                                 (1883—1970)

                 Educationist  and journalist.  Member, British
               Parliament, 1910—18; Parliamentary Private Secretary
               to Winston Churchill (First Lord of Admiralty),
               1910—15. One of the founders of "The New Europe"
               and its Joint Editor, 1917—20. President, Central
               Legislative Assembly, 1921—25. Chairman, Indian
               Red Cross Society, 1923. Was noted for his dignity
               and impartiality in giving rulings and displayed great
               solicitude for the rights of the minorities. Developed
               the convention of introduction of the annual Finance
               Bill in the Assembly by the Government. Also helped
               in the establishment of the convention of the separation
               of Railway Finance from General Finance. Was
               instrumental in the setting up of the Committee on
               Public Accounts.
