border illumination, printing and binding, and after
I got detailed estimates regarding decoration and illu
mination, dated the 27th February, I thought it
proper, in view of the substantial cost involved, to
have the reactions of the Honourable Prime Minister
and I, therefore, wrote to him my letter No. D. 505/50,
dated the 2nd March, 1950, which sums up all aspects.
The Honourable Prime Minister has replied to me by
his letter No. 154-P.M., dated the 4th March, 1950. I
am happy the Honourable Prime Minister entirely
concurs in my view.
Steps should now be taken to proceed with the work
of calligraphy, decoration, illumination and printing,
side by side, so that we may be able to bring out the
final printed editions before the elections of the New
Parliament, i.e., within about a year from now.
Copies both of my said letter, dated the 2nd March
and the Honourable Prime Minister's letter in reply to
mine, dated the 4th March, are kept herewith for
record.
The following action may now be taken:—
(i) A telegram was received on the 25th February
from Shri Nandalal Bose intimating to us, that he
would be sending completed pages as early as possible,
and that, he has stopped illumination and decoration
until further instructions. I have made enquiries on
a separate file as to when and who issued the instruc
tions to stop the illumination and decoration. Mr.
Nandalal Bose should now be informed that he should
proceed with decoration and illumination, that, the
work of such decoration and illumination will be both
with respect to the English as well as the Hindi copy
of the Constitution, and that, steps are being taken
to obtain the necessary financial sanction. He may
also be informed that it"is proposed to send the matter
to the Press for printing the illuminated and decorated
copy in colours, and the pages of the decorated and
illuminated copy may be sent as and when completed,
